VAS - a partnership on energy efficiency

The Voluntary Agreement Program on Energy Efficiency in Energy Intensive Industries (VAS Program) is technical support scheme that helps industrial enterprises improve energy efficiency and reduce CO2 emissions.

The VAS Program is based on a voluntary cooperation between the Government of Vietnam (MOIT) and industrial enterprises. Participating enterprises receive free-of-charge high-quality technical assistance to identify and develop viable energy efficiency projects. 

Specifically, the program supports:

• High-quality energy audits following international energy auditing standards

• Development of energy efficiency projects through pre-feasibility study and feasibility study

• Development of loan applications to a financial institution.

To date, 9 energy auditing companies have been trained by international experts to identify viable energy efficiency projects with strong technical and financial foundations – making them ready for investment decisions.

The VAS Program is part of the Energy Partnership Program between Vietnam – Denmark period 2020-2025 (DEPP3).

WHICH ENTERPRISES CAN PARTICIPATE IN THE VAS PROGRAM?

  • (i) The enterprise must be a designated energy user
  • (ii) The enterprise must be majority Vietnamese owned
  • (iii) The enterprise must be genuinely interested in energy efficiency

How to participate in the VAS Program

Preparation

To participate in the Voluntary Agreement Scheme, enterprises need to:

  • Submit a registration form to the Program
  • Facilitate the local energy auditing firm and international consultants from the DEPP3 Program to conduct a preliminary survey at the enterprise premises
  • Provide the necessary information to the local energy auditing firm to develop a technical proposal

Develop energy efficiency projects

Depending on the results of each activity, enterprises’ needs, and the Program’s resources, the Program will provide technical support for enterprises to implement separate or all the following initiatives:

  • Conducting energy audits in comformity with international standards
  • Developing pre-feasibility studies
  • Developing feasibility studies

Preparing loan application

Based on the results of the feasibility study and the enterprises’ interest, the DEPP3 Program may provide technical support for the enterprises in:

  • Preparing loan applications
  • Connecting with suitable financial institutions
