Training of Trainers: Towards developing energy efficiency projects meeting international standards

From October 28 to 30, 2025, in Ninh Binh, the Agency for Innovation, Green Transition and Industry Promotion (Ministry of Industry and Trade, MOIT), in collaboration with the Danish Energy Agency and the Embassy of Denmark in Hanoi, organized a Training of Trainers (ToT) course on Energy Efficiency Project Development.
This is one of the key activities of Component 3 under the Vietnam - Denmark Energy Partnership Program for the period 2020 - 2025 (DEPP3). The training course was held to provide additional knowledge and skills to the trainers, thereby enhancing the capacity of energy auditors and energy managers to develop energy efficiency projects in the future. This aims to meet the new requirements of the Law on amendments to the Law on Economical and Efficient Use of Energy and related regulations, which will soon be issued and take effect from early 2026. 
Mr. Hoang Van Tam, Head of the General Affairs and International Cooperation Division, Agency for Innovation, Green Transition, and Industry Promotion (MOIT), delivered a speech at the course.
Ms. Nethe Veje Laursen, Energy Sector Counsellor, Embassy of Denmark, shared about the cooperation goals on green transition between the governments of Vietnam and Denmark.
The training program was designed and taught by experienced lecturers and experts in industrial energy efficiency from Denmark and Vietnam. The content was developed based on an assessment of practical training needs and lessons learned from implementing projects within the DEPP3 framework. Participants included faculty members from leading technical universities such as Hanoi University of Science and Technology, Ho Chi Minh City University of Technology, Da Nang University of Technology, Electric Power University, etc. as well as reputable energy audit firms such as Enerteam, VETS, ECCBK, etc. 
The training course was designed and delivered by leading experts from Denmark and Vietnam.
Unlike foundational training courses, this course focused on methods and tools for conducting comprehensive energy audits according to international standards, thereby providing a solid foundation to proceed to pre-feasibility studies, feasibility studies, and preparing loan applications for energy efficiency projects. Alongside theory, the course integrated group exercises, open discussions, and practical experience sharing to help participants apply theoretical models in practice.

After three days of training, participants provided positive feedback on the core knowledge and skills provided by the course. Specifically, they highly appreciated the approach centered on energy services introduced through the Onion diagram and the Energy Mapping method, which offers a comprehensive overview of the energy usage status at facilities. Combining these methods is particularly useful in screening priority solutions for pre-feasibility and feasibility studies to optimize the use of enterprise resources while achieving energy efficiency and emission reduction goals.
Participants were granted certificates upon completion of the training course.
Upon completion of the course, participants received certificates and are ready to teach training courses for energy auditors and energy managers of the Ministry of Industry and Trade according to the new regulations from 2026.
